Who Was Involved


Who Organized This?

The consensus conference was organized by Santa Clara University's Center for Science, Technology, and Society (CSTS) and the Broadband Institute of California (BBIC). The CSTS promotes the common good by providing an independent forum for public dialogue on science and technology. The BBIC is a public policy institute at the Santa Clara University School of Law that seeks to identify, address, and publicize the broadband needs of California, especially the needs of underserved communities. The project was funded in part by the Community Technology Foundation of California (CTFC). CTFC helps underserved communities secure social justice, access, and equity through the application of information and communications technologies. The project was also funded by the California Consumer Protection Foundation (CCPF), which administers consumer trust funds and distributes grants in the public interest.

The follow-up event, a dialogue on municipal broadband and digital inclusion with representatives of local governments and community-based organizations around California, was co-organized with Media Alliance, the California Community Technology Policy Group, and Great Valley Center.

Advisory Board

An advisory panel of stakeholders from government, industry, and community-based organizations oversaw the fairness of the conference. Their role was to review the organizers' strategy for recruiting members of the public to serve on the community panel, help choose the experts who testified at the public hearing, and help publicize the community members' policy ideas.
